分析天津市二级以上医院公共卫生工作主管科室设置情况,为加强二级以上医疗机构公共卫生主管科室设置及建设提供依据。采用普查的方法对天津市100家二级以上医院进行问卷调查,共收回有效问卷88家,其中二级49家、三级39家。结果显示:天津市二级以上医院公共卫生主管科室的设置形式以预防保健科为主,占47.73%(42/88),存在多种不统一形式。主管科室70.45%(62/88)配备独立办公场所,81.82%(72/88)配备独立疫情报告网络,办公面积中位数为20m2、电脑3台、电话1部、传真1部。主管科室共配备291名公共卫生人员,每所医院配备公共卫生人员中位数为3人,性别以女性为主,占69.42%(202/291),年龄以40岁以上为主,占63.92%(186/291),专业以护理为主,占43.99%(128/291),学历以本科为主,占51.89%(151/291),职称以中级为主,占51.89%(151/291)。天津市二级以上医院公共卫生主管科室设置情况不均衡,应从科室设置形式、硬件配备、人员结构等方面制定统一标准规范医院公共卫生主管科室设置工作,从而促进医疗机构高效履行公共卫生职能。
To analyze the establishment of departments in charge of public health in hospitals above the second class in Tianjin and provide basis for strengthening the establishment and construction of public health departments in charge of medical institutions above the second class. A total of 88 valid questionnaires were collected from 100 hospitals of second class or above in Tianjin by census, of which 49 were secondary and 39 were tertiary. The results showed that the main forms of public health departments in hospitals above the second class in Tianjin were mainly preventive health departments, accounting for 47.73% (42/88). There were many non-uniform forms. 70.45% (62/88) of competent departments are equipped with independent offices, 81.82% (72/88) are equipped with an independent epidemic reporting network, and the median office area is 20m2, 3 computers, 1 telephone and 1 fax. The department in charge has 291 public health workers, each with 3 public health workers, and the female-dominated female occupies 69.42% (202/291) of them. The age is over 40 years old, accounting for 63.92% (186/291), professional nursing mainly accounted for 43.99% (128/291), academic mainly undergraduate, accounting for 51.89% (151/291), the title to the intermediate level, accounting for 51.89% (151/291) . The establishment of departments in charge of public health in hospitals above the second class in Tianjin is not balanced. The establishment of departments for public health should be set up in a unified standard from the aspects of department setting style, hardware configuration and personnel structure so as to promote the efficient implementation of public health functions by medical institutions.
