(一) 在南芬地区按照生产区域制及一长制的原则,建立了矿山总厂,集中统一了领导,整顿与精简了各级管理机构,减少领导层次与重叠机构,改革管理制度,精简重叠的业务,简化业务手绩,进行管理人员定员,加强了责任感,从而提高了工作效率。从改组前(三月)与改组后(七月)比较,企业经济活动的成果体现在统计数字上是生产平衡有了好转、资金周转快、生产人员少、劳动效率高、成本降低等,这意味着责任制的建立与贯彻对南芬矿山总厂来说效果是不小的,起到了保证与推动生产的作用。
