1956年4月中央政治局在颐年堂开会,讨论制定第二个国民经济计划,毛泽东提出要在当年追加基建预算20个亿。这个冒进的想法当即遭到以周恩来为首的大多数同志的反对。他们认为追加预算将会造成物资供应紧张、城市人口剧增等困难。但毛泽东坚持己见,在没有获得通过的情况下,一怒之下宣布散会。会后,周恩来立即找毛泽东面谈,解释说,我作为总理从良心上不能同意你追加预算的意见。此话更引起了毛泽东的不满,竟生气地甩开周恩来,拂袖而去,以至突然决定离开北京去外地考察。
In April 1956 the Central Political Bureau held a meeting in the Yiting Church to discuss and formulate a second plan for national economy. Mao Zedong proposed that an additional 20 billion yuan of capital construction budget be added in that year. This aggressive idea was immediately opposed by most comrades led by Zhou Enlai. They think the additional budget will result in tight supply of materials and a sharp increase in urban population. However, Mao Zedong insisted his own views and, in the absence of a passage, announced his conclusion in a huff. After the meeting, Zhou Enlai immediately interviewed Mao Zedong and explained that I, as the prime minister, conscientiously can not agree with your opinion of additional budget. This remark even aroused the dissatisfaction of Mao Zedong, actually turned away Zhou Enlai angrily, walked away, and suddenly decided to leave Beijing to go field trips.
