The “Proposal of the Central Committee of the Communist Party of China on Formulating the Tenth Five-year Plan for National Economic and Social Development” adopted by the Fifth Plenary Session of the 15th CPC Central Committee stipulates the first time China will enter the new century and begin the implementation of the third strategic deployment of modernization five year Plan.
