本文通过对我国处于市场化进程中的收入分配体制所进行的结构性分析，结合经济体制改革所导致的制度变迁因素，证明“多元”分配制度之间存在的制衡机制以及由此引发的收入结构扭曲，进而推断出经济体制转轨的动态过程赋予了我国实施收入调节政策的不同于西方市场经济国家的特有空间——制度改革内生出的收入调节空间这一结论。以此为基础，我国应采取调节收入政策扩大内需、推动经济有效增长。
Based on the structural analysis of the income distribution system in the process of marketization in our country and the institutional changes caused by the economic system reform, this paper proves the existence of a balance mechanism between the “pluralistic” distribution systems and the resulting income structure Distorted and then deduced that the dynamic process of the transition of economic system gives the conclusion that the implementation of income adjustment policy in our country is different from the unique space of the western market economy - the income adjustment space born within the system reform. Based on this, our country should adopt a revenue adjustment policy to expand domestic demand and promote economic growth.
