技能人才评价仍存在“重学历、轻能力,重理论、轻操作”的观念,社会化考评与企业需求还存在一定程度的脱节,评价标准单一、缺乏多元分类的评价策略。实行职业资格证书和学历证书、职称证书互通互认,与积分落户等政府提供的公共服务待遇相挂钩。国家职能部门要进一步突破年龄、资历、身份和比例限制,积极探索和完善符合高技能人才成长规律的多元评价机制,逐步完善社会化职业技能鉴定、企业高技能人才评价、院校职业资格认证和专项职业能力考核办法。
