我国基础研究的国家目标是：①在国际科学前沿取得应有的地位，跻身世界科学强国行列；②为国家宏观经济、社会和安全目标提供强大的科学支撑；③培养和造就适应21世纪发展需要的优秀科学家和工程师；④提高全民科学文化素质，促进精神文明建设。我国基础研究的近中期（2010年）奋斗目标是：①在国际科学前沿占有一席之地，跻身世界科学中等强国行列；②为实现我国现代化建设的第二步战略目标提供有力的科学支撑；③向社会不断输送高素质人才，培养一批世界知名学科带头人；④振奋民族精神，普及科学文化。我国基础研究的发展，要坚持高效稳定可持续发展战略。
The national goals of China's basic research are as follows: ① gaining its due status at the forefront of international science and becoming one of the world's most powerful scientific nations; ② providing strong scientific support to the country's macroeconomic, social and security goals; and ③ developing and adapting itself to the needs of 21st century development Outstanding scientists and engineers; ④ improve the scientific and cultural quality of all people, and promote the building of spiritual civilization. The objectives of China's basic research in the near and medium-term (2010) are: (1) to occupy a place in the international scientific forefront and rank among the world's medium-sized powers; (2) to provide strong scientific support for the realization of the second-phase strategic goal of China's modernization; and (3) Continue to transport high-quality personnel, training a group of world-renowned academic leaders; ④ uplift the national spirit, popularization of science and culture. The development of basic research in our country should adhere to the strategy of efficient, stable and sustainable development.
