党中央决定，从去冬今春开始．用两年左右时间，在全国县（市）部门、乡镇、村领导班子和基层干部中有计划、有步骤地开展“三个代表”重要思想学习教育活动。这项决策对于加强和改进党对农村工作的领导．切实解决农村存在的突出问题，确保党在农业和农村工作中各项任务的落实，具有重要意义。刊发此篇调研报告，意在促进各地交流，进一步搞好这项工作。
The Central Party Committee decided that it will start last winter and spring. In about two years, we have planned and systematically carried out the learning and education activities in the important thinking of the ’Three Represents’ in all county (city) departments, townships, and village leading groups and grassroots cadres throughout the country. This decision serves to strengthen and improve the Party’s leadership over rural work. It is of great significance to effectively solve the prominent problems existing in the rural areas and ensure that the party’s fulfillment of all tasks in agriculture and rural work. Published this research report, intended to promote exchanges around the country to further improve this work.
