我市农村卫生院已实行县乡分级管理的新体制,即卫生院由县卫生局直接管理逐步改为由乡、镇政府管理。随着改革的深入,作为技术经济实体且大多数为集体所有制的乡、镇卫生院,自主权要进一步扩大,县卫生局对卫生院将逐步由直接管理转为主要运用经济手段和法律手段进行间接管理。间接管理不同于直接管理,但也不是放松管理或不管理。在一个县范围内,如何合理配置医疗卫生资源,使其发挥较大效益,就是县卫生局在宏观调节上需要做的文章。本文试图在几个具体问题上作些探讨。
