丁女士在长春某4S店购车并办理车辆落籍手续时发现,发动机上竟然没有号码,因此无法落籍。事后,她的车被4S店拖回并重新喷印了发动机号,但再次办理落籍时被告知,该车发动机号与合格证上的不符,仍无法落籍。丁女士要求更换新车,但4S店却迟迟不予更换。经消协调解,商家承诺尽快为她办理换车手续。厂家、4S店均未尽到相关检查、检验责任。商家的行为违反了《家用汽车产品修理、更换、退货责任规定》的第八条规定,理应为消费者更换
