在专员制度创制初期,专员公署法定人员编制较少。随着法令的统一,行政院所颁《行政督察专员公署暂行条例》对人员编制又进行了新的规范。在专员区公署内,法定设置专员室,秘书室,民、建、财、教4科,以统辖各类职员。纵观专员区公署组织编制,法定人员编制基本稳定于20~30人之间。但由于客观需求,国民政府或于训令方式扩大了人员编制,或各级地方政府自行扩大了人员编制。
In the early days of the commissioner system, there were fewer statutory staff in the commissioner’s office. With the unification of decrees, the “Provisional Regulations of the Office of the Inspector General of Administration” promulgated by the Executive Yuan has newly introduced the staffing system. In the commissioner’s office, the statutory commissioner room, secretary room, civil, construction, finance, teaching 4 subjects, in order to administer all kinds of staff. Throughout the establishment of the Commissioner’s Office, the statutory establishment is basically stable between 20 and 30. However, due to objective needs, the national government has either expanded its staffing system in order of instruction or the local governments at all levels have expanded their staffing by themselves.
