为适应形势与任务的要求,涿州对部分农村支部班子进行了组织调整,能人集中的村采取竞争上岗的办法,选举产生了28名支部书记;能人外流的村采取外返的办法,使12名外出党员回村任职;集体经济薄弱的村采取横挂、纵联的方法,聘请了7名乡镇企业的优秀厂长经理兼任支部书记;对人难选、选人难的村,市乡两级机关下派了15名干部到村任职。同时从提高素质入手,加大了干部培训和管理工作力度。在培训上,我们注重短期培训和正规化教育相结合,开辟新的教育形式,每年选送部分优秀农村干部到正规化学校进行学历教育,这样既保证教育的覆盖面,又提高干部教育的质量;注重政治理论与科学技术相结合,增添新的教育内容,在常规政治教育内容的基础上,增加了企业经营与管理、股票与证券、外经与外贸等课程;注重培训政工干部与培养复台型人才相结合,提高干部整体素质,增强驾驭市场经济的能力。在管理上,一方面建立健全了一整套农村现任干部的激励约束机制。如:
