国家计划发展委员会价格研究所资深专家刘树杰就电力工业改革谈了几点看法。他说“引入竞争机制是电力工业改革的核心,是其他一切改革的出发点。”但必须首先设计出与我国国情相适合的交易模式转换的方案。我国过渡初期实行“单一买主”式的模式,发电企业统一在电力批发市场(Pool)竞价上网,终端受价仍由国家管制”。他认为英国式的过渡模式,是发电企业少数部分电量在电力批发市场(Pool)中竞价上网,大部分与大用户直接交易,这可作为我国过渡后期的一种选择,但不适合我国目前的特殊国情;
