Abstract. the Taiwan medical service system of economic has a plurality, diversity of characteristics. In recent years, Taiwan medical service industry emerged in the industrial enterprise, group intensive, hospital socialization, refined quality, extension of function and heterogeneous operating the new trend of economic, the health care role and social capital. These to mainland China's medical of economic and health system reform, hospital development of economic and cost of medical and health services management, meticulous management, value of personnel management, provides the valuable experience

medical economy
In twenty-first century, science and technology change rapidly, the market economy competition is more and more intense. With the arrival of knowledge economy era, as special service closely related to human's health which is knowledge intensive, technology intensive, and personnel intensive, multidisciplinary. Its management is relatively independent, high risk and high competitive. According current medical services layout, structure and resource utilization, it can't meet market economy's need. Especially existing medical service system, content, mode, structure and quality not only unadapting to the change of need, but also do not adapt to changes in disease patterns and medical insurance system. At the end of July 2013, the total of national medical institutions is 922400, of which: 20400 of hospitals, 28500 of community health service centers, 38300 of township hospitals, 647200 of village health hospitals, 174200 of clinics. In 2010 January to July, national medical institutions increased by 15102, of which: hospital increased 141, community health service center (station) increased 1148, township hospitals reduced 141, village health room increased 14397, clinic reduced 586.
2 The development experience of Taiwan medical economy
2.1 medical system
The development of Taiwan medical economic system is divided into four stages: the early establishing stage (before 1947), establishing period (1947-1970 years), expanding stage (1971-1984) and the integration period (since 1985). Through the implementation of medical network economic plan and integrated all kinds of medical institutions, the current medical service economy is the rapid development in the public and private large and medium-sized hospitals. Taiwan's medical economic system is composed of medical centers, regional hospitals, district hospitals, psychiatric hospitals and health institutions. The western medicine has 23 sections:①comprehensive hospital must have 6 Specialty: Department of internal medicine, surgery, obstetrics and gynecology, pediatrics, radiology, anesthesiology; ②in the other 17 families, 4 internal medicine families: department of family medicine, dermatology, Neurology and psychiatry; 4 surgical families: Department of orthopedics, urology, plastic surgery and neurosurgery; the other 9 families: department of E.N.T., ophthalmology, rehabilitation medicine, radiation oncology, nuclear medicine, emergency department, Pathology, the ring post and clinical pathology. Traditional Chinese medicine has 1 family. The dentist medicine has 3 families: export department of surgery and orthodontics department (general, family and children).
According to different ownership of medical institutions, hospitals are divided into three categories, which are public hospitals, not-for-profit hospitals and private hospitals. And these three categories can be further subdivided into 14 categories. According to the official statistics, 2013 Taiwan has 514 hospitals: 80 public hospitals, 434 non-public hospitals; Clinics are 19792: 461 public clinics, 19331 private clinics.
2.2 medical economic management system
