本文通过对基层供电企业软福利需求情况的分析,以及现有福利管理情况的比较,研究设计了软福利分层管理体系。它是对硬福利管理的补充,是对现有福利资源的梳理和归类,根据分层次设计、分层级执行的管理思路,通过市供电公司层面、县供电公司层面、班组层面三个层级执行,对福利管理具有激活性的作用。
