事业单位作为国民经济和社会发展的重要力量,在社会公共服务方面发挥了重要作用。但随着经济社会的发展加快,事业单位人事制度改革已迫在眉睫,深化以岗位管理制度成为重中之重。2007年国家人事部出台了《关于印发〈事业单位岗位设置管理试行办法〉的通知》(国人部发[2007]70号)和《〈事业单位岗位设置管理试行办法〉实施意见》的通知(国人部发[2007]87号),对规范事业单位岗位设置和管理作出了明确的规定。为认真贯彻文件精神,进一步推动事业单位岗位管理的改革,本文对事业单位岗位管理工作存在的问题及原因进行了分析,并对改革设想进行了思考。
As an important force of national economy and social development, institutions have played an important role in public service. However, with the acceleration of economic and social development, the reform of the personnel system in public institutions has become imminent. Deepening of the post management system has become the top priority. In 2007, the Ministry of Personnel of the People’s Republic of China promulgated the Notice on Printing and Distributing the Trial Measures for the Administration of Post Management in Institutions (Guo Shibu Fa [2007] No.70) and the Opinions on the Implementation of the Trial Measures for the Administration of Post Setting in Institutions Ministry of hair [2007] No. 87), to regulate the post settings and management institutions made a clear provision. In order to conscientiously implement the spirit of the document and further promote the reform of the post management of public institutions, this paper analyzes the problems existing in the post management of public institutions and their causes, and ponders over the reform ideas.
