本文运用一般均衡理论研究了财产税、城市扩张与住房价格之间的关系,认为财产税对住房价格的影响是一个复杂的经济过程,这涉及到消费者偏好、政府支出行为、城市扩张模式、城市基本公共服务供给情况以及政府对住房市场的介入方式等诸多因素。简单地讲财产税能够降低或推高房价都可能是草率的。土地政府垄断下的转租制度不是高房价的必然推手,政府转租土地推高房价的现实是住房市场扭曲的表现形式。当然,如果住房市场存在投机行为,那么财产税、土地租金对住房价格影响的上述结论则需要进行相应的修正。针对理论研究结论,本文调研了我国12个重点城市的相关数据,并运用2SLS进行了经验分析。
This paper studies the relationship between property tax, urban expansion and housing price by using the general equilibrium theory. It is considered that the impact of property tax on housing prices is a complicated economic process, which involves the consumer preference, government expenditure behavior, urban expansion mode, The supply of basic public services in cities, and the ways in which the government intervenes in the housing market. Simply speaking, property taxes can reduce or push up prices may be sloppy. The sublet system under the monopoly of land government is not an inevitable promoter of high housing prices. The reality that government subleases land to push up housing prices is a distorted manifestation of the housing market. Of course, if the housing market speculation, then the property tax, land rent on housing prices, the above conclusions will need to be amended accordingly. Aiming at the conclusions of theoretical research, this paper investigates the relevant data of 12 major cities in China, and uses 2SLS for empirical analysis.
