《中国企业境外森林可持续经营利用指南》(以下简称《指南》)的非强制性一直为利益相关方所关注,如何最大程度地发挥其指导作用,促使中国企业落实相关要求成为工作的重点。文中介绍了《指南》的要求与作用、国外自愿性指南的激励经验,讨论了我国目前实施《指南》存在的问题,提出了建立激励机制的建议,认为需要发挥各方的作用,包括政府、协会、金融、非政府组织等。
The non-mandatory Guidelines for the Sustainable Use and Management of Overseas Chinese Forest Owned Enterprises (hereinafter referred to as the Guide) have always been of concern to stakeholders. How to give maximum guidance to Chinese enterprises in their efforts to urge Chinese enterprises to fulfill the relevant requirements has become the focus of their work. The article introduced the requirements and functions of the Guide, the voluntary experience of foreign voluntary guides, discussed the current problems in the implementation of the Guide, and put forward the suggestion of establishing the incentive mechanism. They considered it necessary to play a role of all parties, including the government, Associations, finance, non-governmental organizations and others.
