Shanghai Tilanqiao Jail was founded in 1901 and was opened in May 1903. Initially, there were mainly two monitoring buildings, covering an area of about 10 acres. Later, they were expanded and rebuilt one after another until the mid-1930s formed the present scale. Because of its well-built, large-scale, bigger than Japan’s Sugamo prison and India’s Mumbai prison, it is also known as the “Far East’s first prison.” After the victory of the Anti-Japanese War, some of the Toray Bridge prison hostels were turned over to Shanghai Military Tribunal and war criminals’ detention facilities to hold and trial Japanese war criminals. At that time, the governor called Jiang Gongliang (Anhui Jingde people, Nanjing law school, Beijing China University graduate) served as a period of war criminals detention center.
