2002年《理科综合能力测试》(新课程卷)(下称《理综》)继续坚持有助于高等学校选拔新生、有助于中学实施素质教育、有助于扩大高等学校招生自主权的“三个有助于”的命题指导思想,遵循2002年《考试说明》,立足基础、与社会生产、现实生活、现代科技有机融合,注重知识应用,强化能力和素质的考查,配合与支持教育改革和新课程改革,可以说,理科综合试卷已开始走向成熟。
