As a news discourse, news commentary plays a very important role. It not only presents the opinions of commentators or experts, it is also the mainstream opinion of the society. This article examines the coverage and evaluation of the “3.14” incidents in Tibet and “7.5” incidents in Tibet by analyzing the news reports of The New York Times under the guidance of framework theory. The analysis shows that the New York Times’s reports and comments on the “3.14” incident in Tibet and “7.5” in Xinjiang are full of stereotyped inertia thinking, and the bias is obvious. Combined with the concepts of stereotypes and formation mechanism, the article further analyzes the causes of the New York Times bias and gives some suggestions on how to improve the status quo of international public opinion dissemination in China and compete for international discourse rights.
