“苏维埃人民共和国”与“民主共和国”是中国共产党相继提出的两个口号。仍旧带有“苏维埃”名衔的人民共和国基本上只对工农共和国原有的政策进行调整,而关于民主共和国的设想中却还包括制度性调整;人民共和国的提出基本上属于特定背景下的策略性转变,民主共和国主张则具有抗战建国纲领与战后建国方略的双重意义;人民共和国是共产党领导的、包容资产阶级的、工人农民的国家,民主共和国则被设想为一切抗日阶级联盟的资产阶级民主主义性质的国家。因此,人民共和国与民主共和国不仅在形式上而且在内容、实质上都有关键性的差异。
