江泽民总书记在党的十五大报告中指出:要“积极发展农业产业化经营,形成生产、加工、销售有机结合和相互促进的机制,推进农业向商品化、专业化、现代化转变。”这对于以面向农业、农民和农村经济建设服务为办学宗旨的农村教育来说,既提出了挑战,也提供了发展机遇。随着农业生产由粗放经营向集约化和产业化经营的转变,要求农业劳动者不但要具备从事农业生产的技能和技巧,还得掌握一定的科技文化知识,这种新型农民将是农村经济再一次振兴的主力军。农业新技术的应用、新品种的推广以及劳动者素质的提高是传统农业向现代化农业转化的必备条件,而这主要应依靠发展农村教育,特别是农村的成人教育和职业
