On July 13 and August 3, 1988, the U.S. Senate and the House of Representatives passed the amended “Trade and Competition Act of 1988” by an overwhelming majority and were formally signed and signed by President Reagan on August 23. After more than three years of repeated brewing in the National Assembly, the proposal was more than 1,100 pages long. The content of this proposal was comprehensive and involved a wide range of protection proposals. It marks the most extensive change in US foreign trade policy since the Second World War.
