党的十六大提出了“依法治国和以德治国相结合”的方针,要求尽快建立健全现代市场经济的社会信用体系。温总理在去年的《政府工作报告》中再次强调“要加快社会信用体系建设,抓紧建立企业和个人信用信息征集体系、信用市场监督管理体系和失信惩戒制度”。而价格诚信体系建设,是整顿和规范市场价格秩序的治本之策。国家发展改革委已于2004年颁发了《关于进一步推进经营者价格诚信建设工作的意见》。政府价格主管部门积极推进价格诚信体系建设,实现价格“放得开、管得好”的目标要求,无疑有着义不容辞、责无旁贷之职。那么,价格诚信体系建设应有一个什么样的基本框架?怎样抓住价格诚信体系建设的着力点?这是价格理论研究工作者,尤其是政府价格主管部门不得不注重研究的重要课题。

In 2004, the National Development and Reform Commission promulgated the Opinions on Further Promoting the Establishment of Operators’ Price Integrity. Government price departments to actively promote the construction of the integrity of the price system, to achieve the price “let go, well managed,” the goal of the request, there is no doubt have the obligatory, duty-bound responsibility. So what kind of basic frame should be set up in the system of price integrity and how to seize the focal point of the construction of the system of price integrity? This is an important issue that price theoreticians, especially the government pricing authorities, have to pay attention to.
