为全面提升基层地质灾害防治能力,进一步加强群测群防体系建设,切实保障人民群众生命财产安全,国土资源部决定于2010年4月～9月,开展全国乡(镇)国土资源所地质灾害防治“五到位”(评估、巡查、预案、宣传和人员五个到位)宣传培训活动。《通知》要求:高度重视,成立组织机构;结合实际,编制实施方案;认真准备,保证培训质量;注重沟通,加强督促指导;抓好典型,及时总结推广;联合媒体,做好宣传报道。《通知》同时附有“五到位”宣传培训活动实施方案,明确规定了宣传培训主题、目的、对象、内容、教材、师资、进度安排及组织机构等。
