Proficiency in languages is a learning goal for language learners. The conceptualization of language proficiency is an important step in the study of second language learning. This article briefly describes Stern ’s main characteristics of proficiency in native languages. It is a necessary reference point for mastering second language proficiency and has special significance for second language teaching.
