On February 12, 1980, President Carter announced a new and comprehensive new approach to address the long-term existence of radioactive waste management. In order to isolate highly radioactive nuclear waste, including used reactor fuels, the President’s plan called for a deep geological area in 1985. The Reagan administration has continued to develop this plan and hopes that the first waste repository will be put into use in 2006. Driven by this plan, the Department of Energy (DOE) has announced its intention to start recommending it in 1983. In those places where excavation exploration shafts were selected, in 1985 one of the areas was selected as the construction of small-scale experimental and evaluation equipment.
