人事档案作为一个人经历的浓缩,反映着个人在社会活动中的成长过程,是个人成长的原始记录,具有凭证和参考作用。我国现行人事档案管理制度是在人员相对固定的计划经济体制下建立起来的,大多侧重于反映本人的政治历史和工资晋级。随着社会主义市场经济体制的建立和不断完善,以及人事制度改革的进一步深入,人员流动增大,人事档案调动频繁,我国现行人事档案管理工作已无法适应社会主义市场经济的发展要求。存在的主要问题有以下几方面。
The enrichment of personnel files as a person’s experience reflects the process of individual’s growth in social activities and is the original record of personal growth with evidence and reference. The current system of personnel files management in our country is established under the relatively fixed system of planned economy, most of which focus on reflecting my political history and salary promotion. With the establishment and continuous improvement of the socialist market economic system and the further deepening of the reform of the personnel system, the flow of personnel has increased and the personnel files have been mobilized frequently. The management of personnel files in our country can no longer meet the requirements of the development of the socialist market economy. The main problems are the following aspects.
