大藤峡枢纽位于西江中下游——黔江河段,坝址控制流域面积大,约占西江流域面积的56%,又是红水河及黔江水电基地各梯级电站中最靠近两广负荷中心的水电站,它是以发电、防洪航运并重的综合利用工程。因水库调节性能较差,又受到下游航运要求的限制,使电站在系统中的作用不能充分发挥。为了发挥其综合效益,尤其是提高发电效益,需协调电站担负峰荷与下游航运的矛盾。解决的办法,可在下游建设反调节水库,以调节下游河道日内不稳定的流态,满足航运的要求。
