With the advent of China’s high-speed railway era, China will build about 40,000 km of new railways by 2020, and the total investment in railway construction will exceed 5 trillion yuan. To achieve such a large-scale railway construction, the scale of funds required is quite large. At present, the sources of funds for railway construction in China, which are mainly railway construction funds and bank loans, have failed to meet the investment needs of an average of several hundred billion yuan every year.
