改革开放后,江上舟考回因“文化大革命”中断学业的母校——清华大学,攻读硕士研究生。1987年经过8年在瑞士的苦读,获得苏黎世理工学院的博士学位后归国,40岁的他成了改革开放后的第一批“海归”。1991年出任海南省三亚市副市长;1993年任海南省洋浦经济开发区党工委书记、洋浦开发区管理局首任局长,发布“最小行政干预,最大经济自由”的“洋浦宣言”。1997年后到上海工作,历任上海市经济委员会副主任、市工业党委副书记、上海市政府副秘书长、上海决策咨询委员会专职委员等职。2003年8月担任国家中长期科学和技术发展规划领导小组办公室成员、兼任重大专项组组长,由他主持筛选的国家第一批重大专项逾16项(包括集成电路制
After the reform and opening up, Jiang Zhouzhou returned to study for a master’s degree because of his “Cultural Revolution” dismissal of his alma mater, Tsinghua University. After eight years of study in Switzerland in 1987 and a PhD degree at Zurich Institute of Technology in 1987, he returned to China. At the age of 40, he became the first “returnees” after the reform and opening up. In 1991, he became deputy mayor of Sanya City, Hainan Province.
