The Confederation Ordinance and the Constitution of the United States are both important documents in the history of the United States, and their formulation has different meanings. The Confederation Ordinance fully reflects the Americans’ understanding of federalism. According to the regulations, the United States of America is not a sovereign and reunified country. The confederation under the “Regulations” is a coalition of sovereign states and is not directly responsible to the people of other states but only to the legislatures and governments of the states. In this context, the Confederation Congress does not have the important power of taxing, customs, and interstate commerce.
