在广泛收集河龙区间陕北片有关统计资料、调查资料的基础上,通过抽样调查和典型调查,确定水土保持措施保存数量,结合梯、林、草坡面措施减洪减沙机理,建立了考虑措施质量的坡面措施减洪减沙指标体系。根据水沙平衡原理,采用逐步逼近求解法,求出原始状况下的产洪产沙量,计算水土保持措施减洪减沙效益。
