国有企业作为公有制经济的重要组成部分,对于推动国民经济的发展具有举足轻重的作用。但是,在特殊的经济体制下,政府行政化的干预使得国有企业不能作为独立的个体参与市场竞争,必须肩负起社会、政治、经济的多重使命。一系列制度的出台使国企高管不得不肩负多重角色,而不同角色之间目标的冲突又会使得高管陷入选择制度忠诚的困境。在个人利益驱使、政治身份“催化”、国企监督机制缺失以及追责机制模糊等多方面因素的协同作用下,国企高管的腐败动机进一步显现。
As an important part of the public-owned economy, state-owned enterprises play an important role in promoting the development of the national economy. However, under the special economic system, the government’s administrative intervention makes it impossible for state-owned enterprises to participate in market competition as independent individuals and must shoulder the multiple missions of social, political and economic responsibility. The introduction of a series of systems has forced SOE executives to assume multiple roles, and conflicting goals between different roles can make executives fall into the predicament of choosing a system of loyalty. Driven by personal interests, the political identity “catalysis ”, the lack of supervision mechanism of state-owned enterprises and the vague mechanism of accountability and other factors, the corrupt motives further emerged.
