卫生改革同整个经济体制改革一样,是以提高人们物质利益为目的,运用经济杠杆来突破产品经营形成的,行政指令型的封闭体制和“精神万能”的动力机制的。从管理形式看:从经济管理的“四六分成”—→承包责任制的“个人得小头”—→租赁经营的风险收入;从经费来源看:由单纯财政拨款—→,以财政拨款为主加业务收入、有偿服务收入、三产业收入和集资等多路进财;从个人奖金来看:由每月5元到每年4.5个月工资,再加隐性收入。据我区统计,医疗单位个人奖金由1984年17万到1988年的172万元。
