中国水电八局在2010年进入南美洲委内瑞拉市场后,不断开展本土化、国际化研究和实践,积极探索项目的跨文化管理,先后承建了委内瑞拉新中心电厂、巴里纳斯重油电厂、阿里托农业生态园、圣坎高速公路、巴里多炼油厂扩建设计咨询等项目,树立了中国水电良好的品牌形象,特别是在圣坎高速公路项目建设中,水电八局因地制宜,大胆采用跨越东西方地域的三国联营体管理体制,以“共同改善委内瑞拉人民的生活”为主
