确立国家公务员录用制度,是我国干部人事制度改革的必然结果和实行公务员制度的主要标志。1982年,我国开始逐步探索和推行面向社会,公开考试,择优录用的办法,有计划地招收补充机关工作人员,1993年8月14日,李鹏总理签署颁发施行《国家公务员暂行条例》。经过十余年的努力,我国公务员录用制度已正式建立起来,并在实践中日臻完善。《条例》第四章对公务员录用的原则、范围、条件、标准、程序、方法等作出了明确的规定,有着丰富的内涵和显著的特征。
The establishment of a civil servant recruitment system is the inevitable result of the reform of the cadre and personnel system in our country and the major symbol of the implementation of the civil servant system. In 1982, our country began to gradually explore and implement ways of facing the public, examinations and merit-based recruitment. We planned to recruit additional staff. On August 14, 1993, Premier Li Peng signed and promulgated the Provisional Regulations on State Civil Servants. After more than ten years of hard work, the employment system for civil servants in our country has been formally established and has been perfected in practice. Chapter IV of the Regulations makes explicit provisions on the principles, scope, conditions, standards, procedures and methods of civil service recruitment and has rich connotations and distinctive characteristics.
