Against the backdrop of normalized development, the economy in the northeast region continued to decline. As a result, losses in some industries were exacerbated, population loss was serious and fiscal revenue dropped drastically. As General Secretary Xi Jinping said: “The rejuvenation of the northeast old industrial base has reached a crucial stage of rolling hills and climbing mountains.” The Central Government attaches great importance to promoting the implementation of the new round of vital measures to revitalize northeast China’s old industrial bases.
