目的:通过对天津市基层医疗卫生机构药品收入等关键指标变化趋势进行比较分析,为改善基本药物制度政策提供依据。方法:抽取天津市各区县所有公办基层医疗卫生服务机构为研究对象,收集2008-2014年实施基本药物制度前后的关键指标进行统计分析。结果:基本药物制度实施以来,截至2014年,基层医疗卫生机构补助收入占总收入的比重有所上升,较2008年上涨了9.62%,药品收入占总收入比重逐年下降,较2008年下降了7.57%;居民个人药品费用负担得到缓解,次均门诊药品费用占次均门诊费用比重较2008年下降了17.78%;门、急诊人次数占全市医疗机构比重逐年升高,住院人次数占全市医疗卫生机构比重逐年下降。结论:基本药物制度在该市实施后,基层医疗卫生机构服务量增加,患者就医的经济负担得到了缓解。
OBJECTIVE: To compare and analyze the trends of key indicators such as drug income in primary health care institutions in Tianjin, and provide the basis for improving the policy of essential drugs. Methods: All public primary health care institutions in all districts and counties in Tianjin were selected as the research object, and the key indicators before and after the implementation of the basic drug system from 2008 to 2014 were collected for statistical analysis. Results: Since the implementation of the basic medicine system, as of 2014, the subsidy income of primary health care institutions has risen in the proportion of total revenue, up 9.62% over 2008; the proportion of total income from pharmaceutical products has dropped year by year, down 7.57 from 2008 %; Residents individual drug cost burden has been alleviated, the average outpatient drug costs accounted for the average outpatient service costs decreased by 17.78% over 2008; door, emergency attendance accounted for the proportion of the city’s medical institutions increased year by year, the number of hospitalizations accounted for the city’s medical and health The proportion of institutions declined year by year. Conclusion: After the implementation of the basic drug system in the city, the service volume of primary medical and health institutions has been increased, and the economic burden on patients seeking medical treatment has been alleviated.
