澳门特别行政区是我国单一制国家体制下的一个特别行政区,实行“一国两制”、“澳人治澳”和高度自治的方针。澳门是一个微型经济体,具有独特的产业结构。回归后,澳门经济快速增长,这一方面促进了澳门社会财富的迅速积累,另一方面也对澳门的人力资源和社会保障管理提出了新的要求和挑战。本文系统介绍了澳门特别行政区人力资源和社会保障管理的主要机构、管理体制特点及改革趋势。
The Macao Special Administrative Region is a special administrative region under the system of single state in our country. It implements the principle of “one country, two systems”, “Macao people governing Macao” and a high degree of autonomy. Macau is a micro-economy with a unique industrial structure. After the handover, the rapid economic growth in Macao has promoted the rapid accumulation of social wealth in Macao on the one hand, and also raised new requirements and challenges on the management of human resources and social security in Macao. This article systematically introduces the main institutions, management system features and reform trends of human resources and social security management in the Macao Special Administrative Region.
