天然气市场发展战略的制定,主要着眼于未来20年全国统一开放的天然气市场逐步形成和发展,并将今后20年分为四个“五年计划”和按每十年一个阶段来考虑。概括起来有四大战略:上下游一体化战略;效率和效益优先战略;价格机制战略;目标市场管网规划战略。 战略目标应分步设定,与国家五年发展计划衔接,纳入国家经济发展总目标(暂未考虑台湾省)。根据国内权威机构测算和分析: 2005年目标:全国天然气消费将达到600亿立方米左右。目标市场发展华东
The formulation of the natural gas market development strategy mainly focuses on the gradual formation and development of a unified and open natural gas market in the next 20 years. It will divide the next 20 years into four “five-year plans” and consider them at every stage of the decade. To sum up there are four strategies: the integration of upstream and downstream strategies; efficiency and effectiveness of priority strategies; price mechanism strategy; target market pipe network planning strategy. The strategic goals should be set step by step, linked with the national five-year development plan and incorporated into the overall goal of national economic development (not yet considered in Taiwan Province). Calculated and analyzed according to the domestic authorities: Target for 2005: National natural gas consumption will reach 60 billion cubic meters. Target Market Development East China
