随着邮电经济体制改革的逐步深入,越来越明显地感觉到有一股内在的牵制力在阻碍改革的进行。我认为这股牵制力来自企业内部不合理的机构体制。因此,改革和调整企业内部现行管理体制,已经是刻不容缓的事了。一、地、市局的职能机构设置不宜过细。地、市邮电局是一个中小型经济实体,它内部的各个职能机构都必须依据本企业生产的特点,围绕完成本企业通信任务来考虑。虽然它也管理所属县局,但县局是一个小型独立经济的企业,管理体制比较配套,地、市局对县局的管理,从某种意义上说,只是督促与指导,弥补省局鞭长莫及的缺陷。因此,地、市局内各个职能机构的作用与范围以及工作重点都不完全同于与企业脱钩的省管局的同类职能机构,更不能与地方政府下属职能部门相比拟。如果各地、市局职能机构设置过细,就会脱离实际,造成机构重叠臃肿,人浮于事,既不利于企业放开搞活,又影响经济效益。
