据考证,“动员”一词源于德国,本意为“集合”、“装备”及“准备出师作战”。日俄战争后,日本人儿玉源太郎将其翻译为“动员”,中国学者遂予借鉴,用于战争和军事方面。“动员”一词最早见于官方文件是在18世纪末。1793年8月23日,法国颁布了《全国总动员法令》,第一次明确提出了“动员”的概念,成为军事史上的一个里程碑。
According to research, the term “mobilization” originated in Germany, which means “assembly”, “equipment” and “ready to go to war.” After the Russo-Japanese War, the Japanese children Taro Yu translated it as “mobilization” and the Chinese scholars borrowed it for war and military purposes. The term mobilization was first seen in official documents at the end of the eighteenth century. On August 23, 1793, France enacted the “General Law of the People’s Republic of China”, for the first time clearly put forward the concept of “mobilization” and became a milestone in military history.
