在当今医院运作过程中的一项关键性制度创新是实施有效的财务激励和约束。通过有效的财务激励和约束,才能在既定风险水平下,实现医院收益的最大化。现行的财务激励约束机制存在多方面的问题,对运营者起不到有效的激励作用。文章从我国医院运营者财务激励约束机制的特殊问题出发,分析了医院运营者激励约束机制低效的原因,并提出完善医院财务激励约束机制的建议。
A key institutional innovation in the operation of today’s hospitals is the implementation of effective financial incentives and constraints. Through effective financial incentives and constraints, we can maximize the benefits of the hospital under the established risk level. There are many problems with the current financial incentive and restraint mechanism, which can not provide an effective incentive for operators. Based on the special problems of financial incentive and restraint mechanism of hospital operators in our country, the article analyzes the reasons of inefficient incentive and restraint mechanism of hospital operators and puts forward some suggestions to perfect the financial incentive and restraint mechanism of hospital.
