西藏吉隆县吉隆沟世代生活着一群祖籍尼泊尔、雅利安人体质、操藏语卫藏方言,自称为“达曼”的人群,以为当地藏族帮工或打铁等为生,社会地位低下。2003年吉隆县政府建立了达曼村,接收并安置了这批人群,这是我国处理边疆民族历史遗留问题的创举。他们获得中国国籍,成为中国公民,享有中国公民的所有权利和义务以及当地政府提供的福利,生活因此得以改善。历经多次的社会变革,他们的族际关系、身份符号认同都发生了巨大变化。对这一个案的研究,无疑对落实中央“治边”“治藏”的有关精神、更好地处理边疆民族问题具有借鉴意义。
People living in JiLiGou ditch, JiLong county, Tibet, have a group of ancestors native of Nepal, Aryan and Dialect Tibetan. They claim to be “Dammam.” They think that they are living Tibetan robots or blacksmithing, and their social status is low. In 2003, the Geelong County Government established Dammam village and received and resettled these groups of people. This is a pioneering act of our country in handling the problems left over by the ethnic history of the border region. As a result, they have acquired Chinese nationality, become Chinese citizens, enjoy all the rights and obligations of Chinese citizens, and the benefits provided by the local government. As a result, their living conditions have been improved. After many social changes, great changes have taken place in their inter-ethnic relations and identity symbols. The study of this case will undoubtedly have reference significance for the implementation of the relevant spirit of the “central government” and “governing Tibet” and for handling the border ethnic issues better.
