公开选拔领导干部是新时期干部选拔任用的一种重要方式,在一定程度上实现了干部选拔工作由“伯乐相马”到“赛场竞马”、由封闭向开放转变。它作为干部制度改革的重要成果,各地都已普遍推行,并在逐步探索完善。1993年以来,湖州市先后开展了18次不同职级的公开选拔领导干部工作,有323名科、处级领导干部上岗,形成了竞争择优的选人用人导向和有利于优秀年轻干部脱颖而出的良好环境。
