在铁路实行大包干以来的三年中,铁路内部的层层承包取得一定的进展。但是遇到不少困难迄今尚在探索之中。究其原因,就在于铁路是一个不同于其他工交企业的特殊的运输行业。在全国经济体制改革中,既不能片面强调它的特殊性,继续走统收统支的老路;又不能忽视它的特殊性,盲目地套用工业企业改革的具体形式和方法。如何在这两者之间,取得某种平衡,谋求一种既能调动基层站段生产经营积极性,又符合铁路运输行业特殊性的经济承包形式,是深化铁路大包干急待解决的问题。
In the three years since the railway was implemented, the contracting within the railway has made some progress. However, many difficulties encountered so far are still being explored. The reason is that the railway is a special transportation industry different from other industrial and commercial enterprises. In the course of reforming the national economy, we can neither unilaterally emphasize its particularity and continue the old path of unifying the unification and unification. We can not ignore its particularity and blindly apply specific forms and methods of industrial enterprise reform. How to strike a balance between the two and seek a form of economic contract that can both mobilize the enthusiasm for production and operation at the grassroots stations and the special nature of the railway transportation industry is an urgent issue to be solved urgently.
