近年来,我国一些地区借鉴高等教育教学改革的做法,尝试实行干部教育培训学时学分制,在创新干部教育培训管理制度方面进行了积极探索,积累了宝贵经验。但多数是从本地区干部教育培训实际情况出发进行的具体操作层面上的初步探讨,缺少理论层面上的深入系统研究。本文结合各地区实践,对干部教育培训学时学分制进行探索性研究,力图在理论上对学时学分制有一个清晰认识,在操作上有一套明确思路,为完善干部教育培训学时学分制提供一些有益的借鉴和参考。
