近年来,以鼓励竞争为目标的电信改革已经极大地改变了中国电信市场的格局,特别是在新中国电信和新中国网通成立后,在本地接入网领域也引入了竞争,保证了各个业务层面都有两个或两个以上的竞争者,电信行业全面竞争的格局正在形成.然而,与电信经营体制的改革相比,电信监管体制的改革却相对滞“,”In recent years, telecommunication reform with the objective of encouraging competition has greatly changed the structure of China telecommunication market, in particular, the introduction of competition to local network access since the organization of China Telecom and New CNC has brought two or more competitors in each section of the business. However, the reform in telecommunication regulatory system, compared with that in telecommunication operation system, does not give a full performance in regard to regulatory measures and force. The illegal competitive activities emerging recently have posed a challenge to our telecommunication reform. As to this issue, Mr. Zhang Xinzhu, the director of Regulation and Competition Research Center under Social Science Academy of China, has delivered her well-grounded opinions on promoting efficient competitive mechanism and effective regulation of telecommunication industry when interviewed by our magazine.
